Epic Resurgence question

Okay, if you have Epic Resurgence, and you use a power and crit with it, does that power immediately become available again? What if its a multi-attack that you crit on?

Benefit: The first time you score a critical hit during an encounter, you regain the use of one encounter attack power of your choice. If you use an attack that targets multiple foes, you gain this feat’s benefit only on the first attack roll you make.

Yes, if that power is an encounter power, and it's the one you want to regain the use of, you may choose it.

If it's a multi-attack power that only targets one foe, then getting a critical hit on any of the attacks will trigger the feat, as it's not "an attack that targets multiple foes".

If it's a multi-attack power that can target more than one foe, and you opt to target multiple foes, then only the first attack can trigger the feat.
