Fiery Blood feat and Resist Fire

Fiery Blood feat says (from Insider),

Benefit: You gain a +3 feat bonus to fire damage rolls. This bonus increases to +4 at 21st level.
In addition, whenever you take fire damage from an attack, each enemy adjacent to you takes 5 fire damage. This damage increases to 10 at 21st level.

Assuming my PC has this feat and Resist Fire, if an enemy inflicts some amount of fire damage but his resistance is high enough to reduce the amount to 0, is he still considered to "take fire damage from an attack" or not?

Unfortunately, your question needs to be directed to your DM. His interpretation on whether zero damage counts to trigger an ability (or dealing injury poisons for example) is the what is important here. Personally, I'm of the mindset that if you are not adjusting your HP (or Temp HP), you didn't take damage.
