An Interrupt occurs before the damage is dealt. A Reaction occurs after the attack is complete (after damage).

They are both Stances, therefore they can not both be active at the same time.

- If I use Rain of Steel wielding a brutal 1 weapon, and roll 1, do I reroll?

Yes, Brutal is a property of the weapon.
