Flurry of Blows and Headmans Chop

Lets say I have two prone enemies next to me. I hit one with a melee attack with my Halberd and i use my FoB on the other. Both of then take the extra damage from Headmans Chop?
I know FoB is not a weapon or implement attack, but if im not 'using' my halberd im hitting him with what? My pure awesomeness?

Is FoB an 'attack'?

I might be wrong on this since i don't know what Headman's Chop does...but i am pretty sure that as a Monk, you're not actually "hitting" w/ your halberd or any weapon per se. All your powers are implement powers, therefore at most you're conveying your energy (read dmg) to the mob via touch through your weapon. That's why all the dmg is static and based on the power, not on the weapon's dmg.

At least, that's how i look at things.
 

Headman's Chop gives a bonus to damage rolls as I recall. Flurry of Blows is not a damage roll.

It may or may not also be restricted to 'hitting a prone enemy', which FoB does not do (hit), yep.
