I wanted some clarification on this. I had thought when a creature or person has the Hover feat, they would still need to have Perfect maneuverability to do a full attack while flying. Or, maybe it was Perfect and Good?
However, in trying to verify this rule, I came across this in the SRD:
HOVER [GENERAL]
If a creature begins its turn hovering, it can hover in place for the turn and take a full-round action. A hovering creature cannot make wing attacks, but it can attack with all other limbs and appendages it could use in a full attack. The creature can instead use a breath weapon or cast a spell instead of making physical attacks, if it could normally do so.
Does this mean that no matter your aerial maneuverability, you can still do a full attack while hovering? And, would this apply to a flying half-fiend attacking with a reach weapon while hovering above the PCs? A half-fiend normally only has Average mobility.
