Battlesuit and Battletroops are the only two I recall using dots in place of hex-grids.

Battletroops was part of the Battletech line from FASA, and wasn't a minigame, but a full 9x11.5" box set.

This was certainly some kind of minigame, but then, there was a period when a lot of those were coming out from different publishers. My vague thought was it was a space game of some sort, but then, I'm going on 40+ year old memories here.
