Haste and Full Round Spells

I know 3.5 will fix this but this question came up during last nights game.

If a wizard has Haste running and wants to cast a Summon Monster spell starting with the hasted partial action when does the spell finish?

My interpretation would be that you could use the partial action from Haste to start the casting, finish casting on your standard action and then be able to perform a move-equivalent action.

I think this may not be entirely correct, since Summon Monster isn't exactly a full-round action, like a metamagic'd Sorcerer spell, instead taking one full round to cast, but it's close enough.
 


I think the technically correct way would be that you have to use your normal full round (standard action + move-equivalent action) to get the Summon Monster spell off, then you get a partial action from Haste. The summoned creature would then appear next round on your turn.
 

AFAIK you can use your standard action (including move action) to start casting, and then use your partial action to finish it. The effect will occur on your turn yet.
 

Yes, if you didn't move that round you could Haste and then Summon.
HOWEVER, a sorc. couldn't Haste and then cast a Metamagic Spell, b/c the extra partial action occurs either imeediately BEFORE or AFTER your round, not DURING it, so cannot be used as part of a full-round action, though a spell that takes a full round to cast can be done with Haste, as it's not an actual 'full-round action'
This also means that a figtr/wiz couldn't Haste and then Full-attack.

And that's NOT my opinion (contrary to my sig).
This is accordng to the Sage from Dragon Magazine, he answered a similar question about partial actions VS Standard actions VS full-round actions.

You mean despite the line on PHB p148 under 'Casting Time' that says "A spell that takes 1 full round to cast is a full-round action"?
