Help with determining sub-type of race

If you were a race that is supposed to be an outsider but were born and raised on the prime material plane and had no knowledge of the planes are you still considered an outsider.

This stems from a Planescape campaign I am about to run in which a wizard's guild summons then performs experiments on planar creatures. Some of these experiments will end up being the PC's if they chose.

My position rests that even if you have two Spanish parents and was born in china you wouldn't be born Chinese. So i think they would still be outsiders.

They would possibly be considered "Native Outsiders", like 20th level monks.

You look Spanish, but you can get a Chinese Passport...

So this means they would have problems being raised and wouldn't qualify for certain things such as the wqing template in Savage Species? Ok I feel better now for a sceond I thought i was in the wrong.
 

I don't have Savage Species, so I have no idea what a wqing template does.

Native outsiders can usually be raised, I think.

Of course, as DM, you can adjudicate this as you see fit :)
