House Rules stuff, PLEASE HELP!!!?!?!?

Working on my campaign, doing a major redux.

Races:
1. Doing some human regional stuff, to give a choice to human players. coming into a quandary. The race, called Aktullians, are based on ancient Romans, with a Trojan upbrininging (except these dudes aren't afraid to fight ala real Trojans). Everyone, even the slaves, are trained from birth in the use of the shortsword. Now, my problem is this: In game terms, should i give all Aktullians proficiency with the shortsword, or proficiency along with a +1 attack bonus?

2. Gothans are another regional selection for humans. They are people from the inerplanar city of Goth. The city being extraplanar is freaking huge, so the people from there tend to be learned. Anyway, one of the traits i was thinking of for them is called Plucky Luck.Right now Plucky Luck says: Once per session you may re-roll any failed attack roll or saviing throw. However, i am thinking about changing that to :Once per session you may apply a +1 bonus to any roll of the d20. You may apply this bonus after the die roll has been made, but before success has been determined. Almost like an action point.

1) just give proficency in the short sword

2) this one is a lot more powerful. First though what is the connection with being learned and being lucky?

Of the two abilities, I'd go with the +1 as that's the weaker of the two.
 

What you could do for the first group is simply declare that their human bonus feat is Weapon focus (shortsword).

I agree with Crothian. At first level, even one reroll can be very powerful. I'd go with the +1 to any roll.

I'd just leave it as is with out the free weapon focus feat. Elves don't gain a free weaponj focus for taking a class that would give them proficeny anyway and neither should these guys.
 

1. Agreed with everyone else, free proficieny with Short Sword regardless of class.

2> Not sure of the correlary between being learned (I think you mean cosmopolitan) and being lucky? I would agree also that a free re-roll is not appropriate. I would mirror the regional luck feat fromt he Forgotten Realms campaign setting the name of which escapes me right now.
 

Don't forget that you can always create racial classes (ala Monte Cook's Arcana Unearthed) or racial paragon classes (ala WotC's Unearthed Arcana) to give these people extra abilities not available to others.

Of course, once you start down the road of racial classes, forever will it dominate your path... :lol:

I'm not entirely sure why you guys are so against the one reroll thing. I mean, it could be powerful if it was 1/day, but it's once per SESSION. The amount of time for a single session various from probably about 4 hours to like 12 hours [the latter more appropriate for my group]. The ability can be used only once during that time.

However, I do agree that luck and education don't necessarily go together at all. How about a +1 bonus of some sort to all Knowledge checks of which the character has at least one rank? [The one rank is important because I consider this as absorbing more of the material than a normal person and you can only absorb material you have studied. Putting a rank into a Knowledge skill means you have studied it and therefore gain the bonus].

The Regional Luck feat from FR is Luck of Heroes, I believe, though IMO not quite as fitting.
 

The reroll thing.. The clerical domain of Luck that has this ability. It is powerfull in play... while I haven't nerfed it, I also don't advertise the abilities presence :)

Its not *overpowered*, but definately more useful than a limited weapon proficiency.

For the learned folks, why not declare any 2 Knowledge skills as class skills? This shows eclectic learning more than a +1 bonus.

I too think this is a great idea. I have started this when developing human racial characteristics from different civilizations in my campaign as well as our company's Feudal Lords Campaign setting.

Although players can say I am from "X" nation and can role-play that point effectively, a racial paragon class really specializes that character into a niche that is unique.

You might also consider just making something similar - conception.

Basically at 1st level make a list of skills that a human from "X" nation would have and their corresponding ranks - then maybe list one feat that they would have.

These then become prerequisites - once these prerequisites are met during character creation, then the character gains a minor special ability only available from "X" nation characters.
