How exactly does a Bard's Fascinate ability work?

It says that "the distraction of a nearby combat or other dangers prevents the ability from working."

What exactly is "a nearby combat"?
What exactly is an "other danger"?

If one was extreme, they could say that an open door is a "danger", or a ferret in the corner is "dangerous."
It's possible.

So is there any clarification from Wizards on the Fascinate abilty, or is it all just DM's interpretation here?

edit: Thanks in advance for any clarifications...

Up to DM interpretation. I think the description is clear enough without being overly restrictive. And if your DM says that an open door or a ferret is dangerous, beat him with a stick.
