After a quick bit of searching, it seems that France considers French Guiana as a full part of France, and not a lessor status territory. Much the same as the US considering Hawaii as a part of the US same as Oklahoma. So it may be more proper to include France instead of French Guiana.

There is also a small piece of what we think of as "Canada" that is still fully France - St. Pierre and Miquelon.

The Caribbean probably could reasonably include the U.K. and the Netherlands in the list as well. In fact, you could reasonably include Venezuela and Columbia on the North American list (if it were separate) since their island dependencies are on the Caribbean plate rather than the South American plate and are also considered fully part of those respective nations.

The really controversial and surprising one in North America I think is Russia. Because as previously mentioned, Eurasia is a single plate and could reasonably be considered a single continent. But, the Bering Strait is actually a low-lying part of the North American Continental plate and not a continental division at all (despite looking like one). The far east of Eurasia could conceivably be thought of as part of North America, and even if you considered the continental land mass of the North American plate that is butting into Eurasia to be part of Asia, the offshore islands claimed by Russia should reasonably be considered part of North America.
