WotC claims that approximately 10 million people play D&D. How they came to this figure, they don't explain but assume for your question that this is a fact.
I would hazard a guess that all other RPGs combined may approach 5 million (there is alot of RPGs out there - more than you think).

I think the 15 million figure is too high. According to Wikipedia 20 million have played D&D at some point, and 5.5 million (as the last poster said) currently play some edition of D&D. Now to what degree, who knows. And you have to include a sizable number of folks that rarely play, or are on hiatus from playing, but buy books and keep up with the industry.
So if the 5.5 million figure is close to being right, and if you add in another 10% who don't play but buy books, and then add in another 30ish% of that figure for other games, you're looking at about 8 million, give or take a couple million. So my guess is that we're looking at a range from 6-10 million.

I think the 15 million figure is not too high for active gamers world-wide because so many gamers I know who have been playing uninterrupted for 20 years just use one system and never buy anything new because they are happy.
They are basically completely out of the loop in terms of sales figures and it would be impossible for anyone to know they exist.
In fact the true figure could be far higher; there are an awful lot of geeks in this world.

The only active survey data on this that I've ever seen was WotC's survey of 1999 (which is now somewhat dated). The results can be seen here:
