I need a Waterdeep-like city

In my C&C Badguy game the anti heroes, (Dhaerow* Assassin, Trollkin Avenger, Dhaerow* Fighter, Gnoll Cleric, Ogre Fighter, Demonkin Wizard, Demonkin Witch, Runt Draxx** Fighter, Surface Drow Druid, & Trollkin Monk {*a klingon-like drow/ogre mix---**A type of scorpionfolk) are heading to a 'Waterdeepish' type bay city in preparation for travel to the Isle of Dread.

Can anyone reccomend a city pdf that I can use? I would like the city to be a D20 or one of the older editions of D&D----good maps would be useful as I believe that this city will be a good operating point for the group. Also, if it has a 'underground' part (like Skullport) or a good blackmarket set up that would be a bonus

Hmm... is Blackmoor available as PDF? It would fit the bill prolly. Not really that waterdeephavian, but it has the harbor, the dungeons etc. Naturally, it is a bit more than just the city, but it is a useful resource in any case...
 



Oh yeah... the City of Ravens Bluff is available as a free download from WotC (under the old TSR stuff), which is also a harbor city. Check it out. Its FREE!!
 


Narleth, what about Cities of Harn? They are small compared to Waterdeep, but have great maps.

Another option could be the city of Maladar, from the Dark Harbor PDF written for Iron Heroes.

I'll second that recommendation for 0One's The Great City and also add a recommendation for the city series by The Game Mechanics (I just can't remember the name but you can find the products on RPGNow).
 

If you have or have access to the Dungeon Master's Guide II, it has Saltmarch detailed out. If anything you can use the descriptions of the individual buildings, which each include a possible adventure hook.
