The Star card in the Deck of Many things gives a daily power as a permanent boon, and I got to thinking that WotC could change a lot of the older artifacts to work the same way.
Take the Unconquered Standard of Arkhosia for example. When it moves on, the character gets 5 fire resist and a free warlord at-will. Ilthuviel's Blackened Heart can also give a boon at the end, +2 to intimidate and some other stuff. It would be cool to have those as boons in the CB (as well as a penalty type boon for the Blackened Heart if it leaves angry).
I'm not one who normally uses artifacts in my games. They tend to be campaign wreckers. But after looking through the 4e artifacts, I'm beginning to warm to the idea. If Wizards wants them used more frequently by making them campaign friendly, they need to make them more CB friendly as well. I'm not even sure how to increase the concordance of artifacts in the CB.
