You can dual-wield pretty much anything. How effective you do it is another matter.

Whips are Exotic, One-Handed Melee Weapons.

The feats you would need are..
Two Weapon Fighting (and any later versions for higher BAB)
Exotic Weapon Proficiency (Whip)

If you have those then..

Reduced by the feat to -4/-4 on EACH roll of the whip.
(TWF penalties start at -6/-10.)

So, assuming BAB 5.. 1/1 assuming you are proficient.

Without proficiency its another -4 on the attack. So.. with BAB 5 it becomes -3/-3 to dual wield whips.

And if no TWF feat then -5/-11 with a BAB of 5.

(All assuming no other bonuses including STR.)

If you care about attack penalties, Oversized TWF helps a bit.

Only reason to dual wield whips would probably be some crazy trip and disarm build, and why you don't just rely on AoOs I wouldn't know. In any case, a high strength, large a size as possible, build with Imp. Trip and Disarm, possibly using Setting Sun throws or something. Also possibly using the dragon mag feat to hit with two weapons on each provoked AoO. Still not a great idea...
 

I was thinking about that and the lasher prc.

Really as an offhand or secondary weapon the whip has some interesting possibilities.
 

I cannot dual wield whips because I do not own any.

They can't all be gold, I guess...


On to the question: wouldn't you benefit more from a different weapon in the other hand? One that can actually deal damage, instead of relying on combat maneuver stuff (trip, disarm) to be good. I understand the Lasher PrC makes up for the whip's low overall damage potential, but I'm not sure a simple or martial weapon in your primary hand, with the whip to provide some battlefield control options in your off hand, wouldn't be simpler AND better.

Also, the image of dual-wielding whips just plain won't go into my head. How are you NOT tangling up those things...?
 

There is the whip-dagger, which has a shared proficiency and does d6 lethal damage w/o the armor restrictions of a normal whip.

As for dual-wielding them...I thought the Linda enemies from the Battletoads and Double Dragon video game did, if not in any of their other Double Dragon appearances, but quick google search shows even they were sensible enough to only use one...
