Okay?

You know the DM controls the conditions of the game, right? If 5 minute workdays disrupt your game, stop letting the players do it. 🤷‍♂️

That is a DM problem. Not a rules problem.

Great. And i regularly avoid the problem you seem to think is insurmountable.
I don't have a problem at all. That's just the way the game plays. You clearly either throw the rulebook out the window or have players who are completely tactically inept.

It can be how the game plays.

Neither. I just...use the tools in the books, and often make boss monsters or modify them from adventures like most DMs do all the time.

It's not some weird houserule or whatever, it is just tactical use of the abilities of monsters, smart combos, use of terrain/enviroment, etc.

If you are running the game at high level, it is reasonable to assume enough experience to do all that.

So, does the game play the same if the bad guys dump their own 5 minute workday on the PCs after they've done theirs?

It isn't like bad guys can't figure out scry-buff-teleport, or any other tactic. Or is the GM restricted to being "tactically inept"?

Especially a high level boss? Of course they are going to have complex tactical resources and plans and fallbacks and contingencies.

You teleported multiple characters at once into better positions? great! Enjoy the benefits of that. And now the BBEG has turned your new advantageous position into hazardous terrain or dropped an arcane bomb on it or swarmed it with minions or moved themself into or out of your vicinity, etc, etc.
Time to respond tactically to the new and very different layout of the battlefield. And next round it will occur again, differently.

3 levels higher than banishment. Single target only. Feels fine. Save or suck to take a single creature out of the fight for concentration. Pretty much was banishment does - except that can target 4 people at level 7.
It's not single target. You can add a new target every round as a magic action. The old one doesn't get freed when you do. With a 1 minute duration, you could theoretically have 10 enemies incapacitated and coming to you to be damaged.

Yeah that was discussed a while back. It’s one target per action and in high level play, action economy really matters. Combats are usually done in a couple of rounds and unless you have a big party I just don’t see this generating enough AOO to make a difference considering the concentration vulnerability, taking a couple of creatures out of a fight for a couple of rounds feels reasonable for a 7th level slot.

I don’t think it’s bad. I just don’t think it’s too much. I mean for this you could have a punchy dominate spell and have them actually attacking you foes instead. Charisma’s nice but not the be all and end all.

What if it wasn't concentration?

That would mean if a target fails the initial save, they're basically dead, or at least completely neutralized - barring deadly terrain.

That's a bit much, IMO. The fact that you can break the caster's concentration to free the target(s), IMO, makes this a decent but not over the top 7th level spell.
