Lightning Bolt too weak?

The damage on this spell is very, very low, IMO. It offers the benefit of accuracy (you only hit the designated targets), but it only does 2d6 + int to one guy and 1d6 + int to the other two. And unlike most wizard spells that hit only a couple targets, it doesn't even have a status effect! Fire Burst, on the other hand, deals 3d6 + int to up to 9 people (and twice as far away)! Is it just me, or is lightning bolt terribly underpowered?

Seems OK to me. If you can catch a bunch of enemies together, fireburst is certainly better, but often you can't. If you just have one enemy, spectral ram is better. But if you have three enemies in melee with your party (not an uncommon situation) lightning bolt would seem to be the choice.

I don't think I'd ever take it. The damage is weak, way too weak to justify a no friendly fire benefit.

I think I'd certainly consider it over Fire Burst, considering it will quite often be a far more useful an versatile area.

If you're looking for damage over an area like Fire Burst, Winter's Wrath more damage than Fire Burst and autokills minions.
