Limiting Power attack

IMC, we've limited the amount by which you can power attack to your BAB (plus specific feats like weapon focus)

We've done this primarily for two reasons :
- avoiding the "If I can hit it only on a 20, then I power attack"
- avoiding true strike +20 power attack

No one complained about it (those who took power attack were happy to use it to cleave), but I wonder if it's too much a penalty.

It's actually a core rule .

POWER ATTACK [GENERAL]
Prerequisite: Str 13.
Benefit: On your action, before making attack rolls for a round, you may choose to subtract a number from all melee attack rolls and add the same number to all melee damage rolls. This number may not exceed your base attack bonus. The penalty on attacks and bonus on damage apply until your next turn.

You managed to miss it all the time. I think most Epic DMs allow Epic Attack Bonus to count as BAB for PA BTW, otherwise DR will rapidly tend to outstrip damage-dealing capacity.
