Listen DC vs a hovering dragon

The Hover feat lets dragons blind people.

I'm assuming, though, that the Listen DC to pinpoint a hovering dragon is so ridiculously low that there's no point in rolling?

(There's still the Miss chance, obviously.)

To pinpoint an invisible creature you must beat its move silently check by 20.
The dragon doesn´t try to be silent, so the listen DC is 20 (+1 per 10ft)
But you still have the 50% miss chance, half movement rate and so on.

Otherwise it's a roll vs a static DC. If 'people talking' is DC 0, I would think a dragon flapping its wings to hover would be somewhat less...?

AS DM you can set an DC, but I don´t think that flapping its wings is that loud (even if the wings are huge). Maybe DC 15 at most.
 

A creature in combat should have a listen DC of 0. (That's the same as talking at a normal level.)

I think you should let PCs be able to target a Hovering Dragon. I mean, a Dragon has enough tricks up its sleeve. I guess I feel that Hover is pure cheese.
 

I agree with LostSoul. As long as the dragon doesn´t ry to move silently the DC should be 0 or very low. But what DC would you assign when a big battle takes place nearby? DC 15-20?

Since the dragon isn't trying to be quiet, detecting its presence with a Listen check is DC 0. Pinpointing its location to within 5 feet is 20 higher than that, or DC 20. Mind you, in combat most people will probably have a fairly good idea of where the dragon is, so even if they don't make the DC 20 check, they can pick a square manually and still have a fair chance of finding it.

It's a Medium dragon in this case - 5'x5' face, and 150' fly speed... so it doesn't present a huge target, and can move around a lot :)
