Level Up (A5E) Locksmith: which stat? Or no stat?

To improve a lock, you make a Dexterity (Thieves' Tool) check. To make a key, you just make a Thieves' Tool check. Should there be a stat attached to that (I'd say Int), or just plain ol' Thieves' Tools.

While I'm at it, does the rogues' Carver ability work on punching, dueling, and throwing daggers, or just plain ol' daggers?

Edit: And are assassin's gauntlets a type of dagger?

we use, in general better of int or wis for most tools.
Thief tools are mostly dex, and instruments are cha.

making lock could be thieves tools with int or wis or just tinker tools or some other artisan tools. thieves tools are not just designed for making locks, just breaking them.
