LVL 13 retrain multiclass encounter?

I'm playing a paragon multiclass character and I recently leveled up to 12th level. Looking ahead to 13th it says you can trade in one of your encounter powers for a 13th level one.

For my arcane initiate feat I chose thunderwave as the wizard at will to become an encounter power. I thought it would be neat to upgrade that to a similar 13th level wizard encounter thunderlance/thunderstaff, something like that.

In the character builder it did not give me this option. I could only seem to give up my ranger encounter powers, so it looks like I'll be going from Fox's Cunning to Answer with Steel.

Should I be able to swap out the multiclass encounter powers? Am I reading it wrong and it is only class granted encounter powers that can be swapped as opposed to any encounter one?

I'm playing a strength and int based ranger/wizard so Answer with Steel with dex bonus is not as much of an upgrade over the str based Fox's cunning as the Thunderwave trade up would be (though going to interrupt and shift after attack will be better than react, shift, attack).

No, powers gained via PMC are specific PMC benefits and are limited to the levels stated in the PHB, so you can't power swap them to higher levels. You COULD retrain them, but you'd still have to abide by the original level limits.

So effectively you can only swap out your base class powers. This is one of those sort of annoying limitations of PMCing, you're stuck with lower level powers from your secondary class that were gained via PMC.

That being said you CAN swap out the powers you gained via your power swap feats. For example the power you gained via Novice Power is probably a 3rd level encounter power. You could swap THAT for a level 13 encounter power.
 

To retrain a power the power you're GETTING must be one it is now legal to have in your old power's slot.

Your old power's slot can only contain a wizard at-will power, which you can use once per encounter.

Hence, you can't retrain it to a wizard encounter power.
