Magic Item Creation-extra turning

I'm trying to create a magical item that gives the wielder additional turn or rebuke attempts (any single instance of the item would be able to do one or the other, not both) as per the extra turning feat (but only applying to one form of turning/rebuking and not any other the user might possess, unlike the feat). The closest reference I've come across is a sidebar from the old Arms and Equipment Guide that gives a, self-admitted, extremely fuzzy guideline for magic items that grant feats: 10,000 gold base + 5,000-10,000 gold per prerequisite. If anyone can remember coming across an item in print that provided this ability, could you please tell me where you found it. Barring that, I'd appreciate some suggestions for trying to price this out depending on the number of added attempts (per day). Note: this item does NOT enable the wielder to turn or rebuke if the the wielder is not normally able to do so.

Libris Mortis has an item, Nightstick (a rod) which grants the owner 4 extra turn attempts a day. It cost 7500 gold.

Edit: I agree with that price if we're dealing with the core rules.

Still, what's to prevent someone from making a Wondrous Item that takes the form of a 10 inch long stick that must be held in order to have it's magic functioning ?

Granted, the craft wand feat can't build such an item. But I gave to my players in the past items such as staves that give some kind of continuous power of x times per day power that is outside the spell lists.

Personally, I'd probably call that a Rod, not a Wondrous Item. Though the WI category is pretty darn nebulous. As I was writing this post, it occured to me that you could consider "Rod" yet another expansion of the "item slots", just like Ring, only this time the added slots are "things you hold in your hands". But then I remembered that there are plenty of held Wondrous Items as well (like Lantern of Revealing), so that doesn't work either.

I thought Blargney meant "charged item" when he said "wand", and I'll stand by that - I probably wouldn't allow an item that could give you the Extra Turning feat 50 times. Giving a feat with charges just seems wrong, somehow.

Of course not. A stick created with the craft wand feat can only store spells of level 1-4.
