Magic item question

If a magic items says you use melee attack

dexterity +4 vs reflex

Do i used my base attack bonus and add +4?

or do i include 1/2 my level + dex mod + +4 and anything else that will help using the magic item, ie feats

Dex + 1/2 level + 4

If you have feats that specifically apply to all melee attacks, they'd apply. Unless the magic item lets you use a weapon, you won't get any bonuses from it. Basically the +4 is there to counteract the fact that you're not getting to use an implement or weapon.
