For all the fact I think it would be vast overkill for any use-cases I'd do these days, back when I used it decades ago, CC1 was a very powerful tool, just one with a pretty steep learning curve (I never used its full functionality even once I got comfortable with it).
 

Looks like if I want it to, Tiled will probably work though its got a pretty fair bit of initial/ongoing setup, and the learning curve might have been steep if I didn't have Brother Gemini handhold me through it a bit. And it has the virtue of being free.
 

Try something like gimp you can create a snap grid in squares to match your tiles save out you file and import the completed map and overlay it with any type of grid your software supports. Gimp is free open source great software
 


As it turns out, Fractal Mapper might be easier to deal with in this regard than I thought, and has the virtue over the others I've seen that you don't need to pre-integrate all the other tile assets with them in some way before you can use them (though the way Tiled does it isn't ridiculous).
