Metamagic School Focus (CM) -- errataed?

Has there been any errata or designer comments on the said feat (from Complete Mage)?

The feat basically reduces the spell level increase associated with metamagic feats by one, but only for spells of a certain school of magic. It does this a fixed number of times per day.

However, it does not say anything about the minimum spell level increase, so, theoretically, a character could prepare a silent spell at its normal, unmodified level, and empowered spell is just one level higher than it's un-metamagicised version.

Would that be a correct interpretation? Or has it been addressed somewhere? Would you say it's a good feat?

I'd say yes, but I'd also say that you couldn't prepare a Cold-Substituted Fireball at level 2; the feat reduces the cost of the metamagic feat by 1, and Elemental Substitution doesn't have a cost of 0 levels; rather, it has no cost.

Of course. I haven't even considered that as a serious possibility.
