Monster DCs

The beginning of the monster manual lists several special attacks and explains the DC for each. For example, breath weapon is DC 10 + 1/2 HD + CON Modifier. Similar DC calculations are giving for Ability Score Loss, Fear, Frightful Presense, Gaze, etc.

Is this true for all DCs for any type of attack a creature has?

For example, the aboleth has a mucus cloud at DC 19. This would appear to be 10 + 1/2 HD of 4 + 5 (If based on CON, the only stat that would give a +5). So would the DC go up if the Aboleth had a buffed CON?

The allip can babble at DC16 which would seem to be 10 + 1/2 HD of 2 + 4 for Charisma (the only stat giving +4). Would a Allip with a CHA buff have a higher DC?

No; yes; yes.

Some monster attacks use other DCs, though I'm not sure if that's in error or not. I've seen 'racial bonuses' to the DC, as well as Ability Focus.
