So, could I choose different effects for each attack if attacking two creatures?

One attack against one creature using the cold benefit, and another attack against a second creature using the radiant benefit, for instance.

You choose once, as that assigns a keyword to the ability. It's no different than if you have an area attack that has Varies damage type. You choose per attack, not per target.

Which affects the keyword, and therefore, affects the Attack: portion of it.

Not to spit in your weeties but I can't find that definition of an attack/keyword relationship anywhere. Do you have a reference?

I find that hard to believe seeing as the infamous Wintertouched/Lasting Frost combo absolutely relies on it. Also Hellfire Blood.

I could look farther, but when your examples are in the PHB in heroic tier, you need not look any further.

But every instance of 'When you attack with a _______ power, gain a +1 to hit/get combat advantage/shift one square/increase defenses/decrease defenses' absolutely do.

I don't think we're talking about the same thing...
 

First.

You must execute a power's text in order. So, the attack like must be executed before the hit line, etc.

Second.

The 'Varies' keyword is actually a placeholder. If you choose a damage type for such a power, the power gets that keyword. Moon and Stars has the Varies keyword. The Keyword list comes before anything else in the power, so needs to be sorted out first.

Third.

The keywords of a power can through various means affect the Attack line by granting you bonuses to attack, Wintertouched being a great example by giving you combat advantage when you use a cold power against a creature with vulnerability cold. Which means you must sort out your keywords for a Varies power before you can resolve any Attack lines.

Fourth.

There is only one instance of Attack: in the power, and one instance of Hit: which means that you only select the damage type once. And, as already established, it must be done before the Attack line.

Nonsense. You choose on each attack roll what you're attacking with and what defense you're attacking.
