Move to Attack and OA

Here's a general question that I can't seem to find the answer to.

Must you shift up to an enemy to use a power, or can you just move your speed and use a power?

For instance, there is an enemy six squares from you. Can you move 6 squares and use an at-will? Or must you charge in order to attack this round?

Not quite sure where the confusion lies. You get a standard, a minor, and a move action in every round. So if you're 6 squares from an orc, you can use your move action to close (assuming you have a move of at least 6), and then use whatever power you want to (at-will, encounter, daily, basic attack, whatever).

As far as movement-based OAs, only moving out of a threatened square triggers an OA. So as long as you move directly to the foe, and as long as he doesn't have threatening reach, you can move up to him via whatever sorts of movements you like.
 


Also, the term is no longer 'threatened'. With the exception of some monsters, all player-based OAs trigger based on adjacency. Even Polearm Gamble uses adjacency, triggering on the enemy attempting to enter rather than attempting to leave.
