Multiple monster attacks.

Legend
If a creature has say

Attacks: 2 claws +9 melee, bite +4 melee
Damage: Claw 2d4+5, bite 1d8+2

If it moves more than 5ft in the round it can only get one claw attack at +9.

If it does a Full Attack it gets 2 attacks at +9 (each doing a possible 2d4+5, and one at +4 (doing 1d8+2).

My question is why two at +9? Why isn't the second claw is a secondary weapon and therefore at -5?

I believe the official response to that is something along the lines that natural weapons do not count towards a two-weapon fighting penalty.
