Mutants & Masterminds: The Incredibles?

After seeing The Incredibles I starting thinking about starting up a M&M campaign that uses the same premise as in the movie. That all superheroes are declared illegal by the government and must retire to lead a normal life. This would mean that the players would have to use their powers carefully and think things through before acting. Brains and roleplay over brawn. Could be fun. What do you think?

My first thought was that the government would quickly have to rethink their policy. The villains would essentially go on a rampage without the heroes to stop them.

Unless the government had an alternative means for dealing with super powered villains...

Well that's different.

But I think that also might lead to resentment from a lot of super-powered types, hero or villain. You could also see the beginning of a super-powered resistance movement or something, especially those of already ill-repute.

No, because if super powers are outlawed, it would be a crime to use them.

In principle it works the same as gun control, which has been hugely successful everywhere it's been implemented.

So what? You are assuming that those with super powers won't use them out of the goodness of their heart. Who cares if it's a crime if no one can stop them?

A "standard" comic world assumes that the heroes fight the villains because the police, miltiary, and government can't. Assuming that the "good guys" will follow the law and not use their powers only hurts the citizens as the villains will go unchecked and run amok.

Now, if the government has a method of controlled super-powered individiuals, that's different. But I still think there would be a definite resentment amongst the super-powered, even the heroes. This would be especially true if you took a "standard" comic world (like Marvel or DC) and then implemented such laws. The mutant situation is a good example. Sure you have some that fight the bad guys (X-men) and others that resent the fact that they are hated (Magneto, etc). Now put that on a larger scale and actually have the laws implemented outlawing ALL super powers. The government better be ready for the fallout IMO.
