Right. He gets the +1 enhancement bonus from the weapon because the power has the Weapon keyword.

If it had Implement instead, (like, for example, another Cleric daily--Lance of Faith), he'd get the enhancement bonus on his holy symbol, not his weapon.

Are people forgetting the proficiency bonus?
If it's a mace, that's another +2 to hit.

When you say "Righteous Brand bonus goes to +6", do you mean the bonus on the roll to hit with Righteous Brand, or the bonus that he grants to another PC if he successfully hits? The roll to hit with Righteous Brand includes the +1 from the weapon, the +1 from half levels, and the proficiency bonus of the weapon, but the bonus he grants to another PC is only his Strength modifier. He only gives a +4 bonus to another PC regardless of what weapon he hits with.

In summation of everyone's comments...

Danceofmasks pointed out that on the attack roll you would add the weapon's proficiency because Righteous Brand has the weapon keyword.
+4 STR, +1 from half levels +1 magic + 2 mace prof (unless you're swording somehow) = +8 vs. AC.

As Mach said, "1[w]+ 4(STR) +1(Frost wep)" for the damage (I'd suggest snagging Weapon Focus for some extra kick... but that's just me). As Gloombunny pointed out, the ally within 5 gains a +4(from STR) to attack rolls vs. the target until the end of your next turn.
