Negative Energy Plane Question

The negative energy palne is a dark place, granted. But, in the manual of the planes it says that NO light is effective on that plane, and that no one can see "clearly" more than 5ft (even those with darkvision). How are players supposed to navigate in this plane (how am I supposed to adjucate it, and ask them where to go)? I mean they cannot see good (I guess the "clearly" maybe will mean that everything more than 5ft away has concealment but besides battle...). Can the PC's see large structures (such as a giant buliding looming in the distance)? What about undead (it would be strange that undeads vision are hampered on the negative energy plane)? What about those that can see in all manner of darkness (such as devils)? The description in the DMG and the manual of the planes is vague to say the least.

Honestly i think this ties to how you view the negative energy plane in accordance to the playing with fire or crawling darkness mindsets. If you go by using negative energy is playing with fire it means everyone is subject to those rules.

If negative energy follows the crawling darkness mindset the whole plane is nothing but evil so devils and undead are unaffected.

however it would be simpler and not as much world changing to simply incorporate some kind of energy sensing ability into there like sense life/detect undead goggles or have it take place in the massive cities in which the darkness is little more than early morning london fog.
 

I've ruled that undead are able to perceive life (even if not see) just fine on the Negative Energy Plane.

Pcs aren't supposed to easily navigate the plane. It's incredibly hostile and empty; there's almost nothing there. They need something like a phantom flyer or planar attunement or something.
 

Might I recommend the Blindfold Of True Darkness? Arms & Equipment Guide, p.130.

for 9000gp a player can have Blindsight out to 60'.

Avoid the problem altogether.
 

Blindsight, Mindsight and Lifesense all work fine. Mindsight is a feat from Lords of Madness, requiring telepathy, which lets you sense all thinking lifeforms regardless of type in a large radius. Lifesense is a feat from Libris Mortis, requiring you to be undead, which lets you sense all living creatures in a large radius.
Undead native to the Negative Energy Plane should probably have Lifesense as a bonus feat (in fact, in my campaign, all undead everywhere have it as a bonus feat).

The Deathwatch spell will work, to a degree.

Tremorsense and Scent will be of limited, but not non-existant, use.


So there are ways of perceiving other creatures, at least, although on the Negative Energy Plane it's supposed to be incredibly hard to get anywhere. As long as you're in one of the few inhabited areas (Doldrums? Was that the name?), you can also rule vision works a bit better, maybe like on the Plane of Shadows.
