[OA] Unbalancing strike - every attack?

In Oriental Adventures, a feat called Unbalancing Strike says you can make an attack against a humanoid that can make him lose his dex bonus if they fail a reflex save. Can this be an "always on" feat for every attack? It doesn't state that it uses up stunning attacks or anything. In fact, other similar feats do mention using up stunning attacks in the errata when this one specifically isn't mentioned.

The errata does state that it uses up a stunning attack.

It was either the errata or a personal conversation with the sage.
