I am new to D&D and since I don't know what happened with the older editions, can someone tell me if I can use the races in Forgotten Realms Player's Guide in the campaigns, or am I going to have problem with the others players (we haven't talked about it yet). Are the new races and classes balanced?

Well, first of all, it is always up to the DM to decide if you can use those races. Regarding balance, I would say that they are fine. Certainly not weak, but not unbalancing either.
