This was a plot point in Batman. At one point, one of his Rogue's Gallery (I want to say Scarecrow?) tried to influence him, but the voice he used in Bruce Wayne's head didn't call him by the name the real voice-in-his-head calls him.

Historically, hurricane forecasting data gives a lot of warning. The folks who get "surprised" by a hurricane are the ones who ignored the warnings that it was coming their way, days earlier.
