PLEASE help with a Bard-Q

Hi, I am new here (if you don't count another nick I had here a couple of years ago)
Today I went to http://www.enworld.org just to see if there was any news and found a link about Bards on Wizards site:

I thought it sounded interesting so I clicked and read.
In the paragraph starting with: Second Bard Level (1st-Level Spells): it says:

Indeed, as a 2nd-level bard your biggest problem will be picking just three (you get two, plus one for the high Charisma that I'm going to assume that you have).

Then I picked up my PH, p50:

Note: The number of spells a sorcerer knows is not affected by his Charisma bonus

Now my Q:
Are there different rules for bard/sorcerer-spells known???

Either a/ Erik Olsen doesn't know what he's talking about, or b/ he's using some 3.5 rule the rest of us haven't heard about yet...
