2 things, both kind of a thought exercise.
Do you think it is feasible to create, as a Leader daily at higher levels, powers that recharge the encounter powers of other party members? I'm thinking in particular something like; Bard 25 or 29 Daily Aristeia, target ally gets some unholy bonus to rolls, recovers two encounter powers and gains an action point; he must use this point before the end of his next turn. Or is the economy of power use such that being able to re-deploy an ability in the same encounter might have some horrific side effect?
What sort of carrots would you have to have to attach to a daily that modified other powers, like the high-end Fighter stances, without a duration? I.e. a minor or free action daily that alters the next attack the character makes, perhaps making it target a different defense and do +1[W] damage? In this case, as distinct from above, I'm thinking about Heroic tier stuff.
My gut feeling is that, at early levels, +2[W] damage might be necessary - at that point there's about a 1[W] step between at-will, encounter, and daily, and using a daily to modify an encounter out to provide 4[W] if just using a daily provides 3[W], because you're using more resources.
