You should probably just register at their boards and post your idea. But they get plenty of suggestions, so don't be surprised if your post doesn't make a big splash.

The other option is to be a talented writer or artist, become involved in numerous successful and impressive gaming products, and then show them a portfolio. As just a random person, you don't have much distinguishing you from anyone else.
 

I echo RangerWickett's advice. If you're talking about getting published, odds are against you if unless you've already been published. The larger the company, the more this is true. Your best bet is to start with a smaller publisher. Look at the Pathfinder compatibility registry for contact information for several third party publishers. Check out those publishers for submission guidelines, and then religiously follow those guidelines.
