(Is it ok to post both on gleemax and here? Anyway, I want your opinion :))

Racial Power: Dwarven Breath
Dwarf Racial Power

"As you open your mouth with a burp, the deadly stench of your last meal blasts forth to engulf your foes."

Encounter Power
Keyword: Poison
Minor Action
Close blast 3
Targets: All creatures in area
Attack: Charisma -4 vs. Will

Hit: The target is weakened. Its attacks deal half damage. Ongoing damage is not affected. Saving throw ends.

so you mean for this power to never hit (charisma -4??)

A 20 always hits, and many monsters, peasants have low will defenses. Besides, if you have high Charisma, you can add a bonus. Hmmm... kind of doesn't make sense... anyway: I like this power because you attack someone, but since you can always say "pardon me" after, you might get away with it.

The Target is weakened should suffice. You don't need to explain what weakened does, it's a defined condition. ;)

So it should read:
Hit: The target is weakened (save ends).

I think it should be Constitution-based, working off the assumption that any dwarf at any given time will have a baseline of alcohol in his system based on how much ale he can drink before becoming ineffective in combat. I'd make it follow the Dragon Breath attack values (+2 at first level, etc.). And I'd make it vs. Fort, not Will.

Still, great idea. Definitely good for a laugh. I might propose this to my DM next time I play a dwarf. :)

Good points. I chose CHA initially because it's such an uncharismatic thing to do. But it just doesn't work because the higher your charisma the better you are at this. Doesn't make sense. CON is good, because it's all about how much rotten fish you can eat in the morning, plus the moonshine.

Regarding Fort instead of Will: You are right. P. 274 in the PHB recommends Fort as the defense of choice when poison is involved, so be it then.
