Recharging Daily Powers

I’m considering making a house rule allowing characters to recharge a daily power with a healing surge during any short rest. It still consumes resources to re-use a daily power, and you can’t always do it, since you would need to keep some of your healing surges for use with healing. I’m thinking it might take some of the disappointment out of missing with a daily if you know that you can recharge it for another fight.

What would be some of the longer-reaching effects that would come up? I know that it would make the durable feat somewhat more powerful, and lead to a lot more people taking it, which I’m perfectly fine with. It would also make fights easier, since dailies will be used more often. That doesn’t bother me either.

Are there any other major things that I’m overlooking with this? Suggestions appreciated, and thanks in advance.

It means you would see Dailies expended EVERY encounter. There would be no resource management, no planning, no deliberation of whether "Should I use this power or not?" Monsters would be destroyed much easier so you would have to rebalance every encounter with elites and solos.

In general, i think it is a bad idea except in niche cases. There are repercussions that would ripple throughout the game. Characters get a lot of healing surges in general so they would probably rest as much as they can to make sure they're always at full strength to lay down the smack.
 

What about 3 healing surges, then they couldn't do it every encounter, maybe twice a day. Maybe it reduces action points to zero as well and you need at least one to do it.

Yes, Mix and matching healing surges and Action Points would be a better alternative. Also, magic items that recharged one of your class-specific powers would be cool. Such as a holy mace that gave a cleric back a daily power, rather than having a daily power of its own.
 

This would be a bad idea imo.

Over time the defenders tend to use up the most healing surges. That's their job. So it will be much less likely that a fighter or paladin will opt to convert one of their healing surges into a daily. The long term ramification of this house rule will be that some players, depending on role, will have more daily powers available to them over the course of the campaign than other players.
