reduce target fire resistance (?)

I don't know if I actually saw this or if I am just imagining it.

Is there a feat (or something?) that let's a wizard reduce a target's fire resistance by some amount?

If so, can someone point me in the direction of the book it's in (and if it's not a feat, if it's an item or something).

I flipped through PHB, and Arcane Power but I don't see it. So either I'm imagining it or I'm just not looking in the right place.

Thanks! That's not quite what I was looking for, but somehow when I went to pick up PHB1 to see what you were talking about, I picked up PHB2 and found the feat I was thinking of all along!

(PHB2, Surging Flame, p189 -- it isn't exactly reducing resistance, which is how I remembered it, but it causes more damage to those who are resistant, which has a net effect of (sort of) reducing the resistance by 5... at least that is how I was equating it all in my head )
