Reincarnation question

Supposed I'm a 13th level fighter with 10 intelligence.

I get 4 feats for being 12th level, one bonus for being human and 7 fighter feats. I got 12+36 skills points (12 at first level (2+1)x4 + 3/level after the 1st).

I die. I got reincarted. I lose one level. So I los no feats and I lose 3 skills points bab,saves, 1 HD etc.

I got reincarnated as an elf. I get +2 dex, -2 con and I keep my other scores as is. What next ? What elven abilities do I get ? All of them ? None ? What happens with my extra human feat and my bonus skills points ? And what is my favored class ?

They wai I do it, you'd lose the himan skill points and feat. And then you'd gain all the elven racial abilities. Your favored class would be Wizard. You are now an elf.

How I would handle it is a lot more subjective. I actually had exact situation come up in a game and here is what we did.

We made our own judgement as to what racial abilities were biological (low-light vision) and which ones were cultural (rapier/longsword proficiency). Biological abilities were lost and gained while cultural ones were not. The human didn't lose his bonus feat or previously gained bonus skill points, though he no longer gained the +1 per level. He gained the low-light vision, but not the bonus proficiency or the ability to speak elven.

No hard and fast rule, but it makes the most sense to me this way.

I like Muaddib's approach. With the reincarnate spell it's difficult to have a blanket rule which will work with every creature you can be reincarnated as. The spell description does not refer to feats, but since almost nothing is lost other than racial attributes, and since feats are a matter of training and experience gained, I think it would be fair to retain them.

The thing is, if you reincarnate as a NPC race such as a bear or a hawk, you may wish to wish to return to your original form. But if you're reincanated in a PC race, you may like the change. And I hate to see there's no precision on this in the spell description... I thought maybe somebody knew about an errata or a sage advice on this. Up to the DM I guess. I will use Muaddib approach. What I'm wondering is ECL : if you are reincarnated in a pixie (ECL +4), what happens ? Do you lose more levels. Do you have to wait even longer to regain your lost level ?
