When it comes to preparedness you are the best. You always seem to have a myriad of useful tools and items on hand and somehow manage to squeeze every copper piece miles farther than expected.
General heroic tier feat
Prerequisites: none
As long as you have a backpack you are always carrying up to 5 pieces of unknown equipment. Any time that you need a specific piece of mundane equipment you can produce it from your backpack, reducing the number of unknown items by one.
Items produced in this way have no gold piece or trade value and must fit in a backpack. High quality tools, or valuables such as jewelry cannot be created. Whenever you are in a town with shopping facilities you lose all equipment produced in this way and restore your 5 unknown items.

Edits: clarified restrictions on valuable items, simplified limit from weight to # of items, added flavor, limited item size to backpack.

I don't think its a bad idea, though its true that a lot of the time DMs seem to let PCs do virtually this. To make it more interesting maybe it should require a DM determined DC to see if the resourceful individual happened to pack the thing that was needed. OTOH the feat could also let you 'scare up' an item or a reasonably substitute even if you have no equipment/backpack. That might give it a bit more oomph. There would still be a DC which the DM could use to make the whole thing work in a moderately believable fashion but it sounds like fun.

Yeah, the point is that the character is resourceful. 'Scare up' is a good way to role play it, you can come up with whatever excuses you wan't when you use it "See Rexar, I told you this crowbar would come in handy!"
I wouldn't require a roll, the whole idea is that the feat minimizes preparation time, bookkeeping, and tracking mundane data.
And yes, I do let all my players get away with this without a feat. By the time they have a wagon I just assume they have access to any mundane equipment at any time. And making sure they all bought their torches, sun rods, ropes and grappling hooks gets boring with time.
