[Savage Species] Monster Classes

So ... uh ... when do monster classes get ability ups and feats?

The text is confusing, referring to a table, as well as the class itself.

Do they get their ability up and feat when ...

A) Their HD is divisible by 3 or 4,
B) Their Level is divisble by 3 or 4;
C) Their Monster classes says they do?

tehy get feats when their HD hits 3,6,9 etc.
The classes list the feats at those levels.

Not sure about ability ups, but I assume HD the same way.
