I have never needed shorts when I've gone there (generally have gone around April. Especially up north, it's notably cooler, the winds stronger. Maybe if you're planning on doing some serious hiking.
It's unseasonably cold in London today, but it really depends on what climate you are used to.

There are also the midges to consider - keeping covered offers some protection.
 


I think our longest hike is only four hours or so.
I probably wouldn't pack them, unless you're taking some intense trails. In my experience, a lot of the Scottish trails are rocky and you might want the protection of pants anyway.

Oh, yeah, definitely pack some midge repellant if you're going during midge season (end of may to beginning of September).
