Scrolls and Wands

Can a cleric or wizard use a spell of a scroll or wand if it unavailble to them because of low wisdom/intelligence?

Not a scroll - it specifically says so. There are three requirements to use a scroll - arcane/divine, spell on your list, and minimum ability score.

Wands, as far as I know, don't have that problem.

That's correct. The only requirements for using a wand are that you hold it in hand (or equivalent limb), and have the spell on your class list.
