skirmish and concealment

Both the Rogue Sneak Attack ability and the Scout's Skirmish ability state that the character 'must be able to
see the target well enough to pick out a vital spot and must​
be able to reach such a spot.'


The Rogue Sneak Attack ability also states that 'cannot sneak attack while striking a creature with concealment (see page 152) or striking the limbs of a creature whose vitals are beyond reach'

The Ninja's Sudden Strike ability also includes those restrictions, be it in a somewhat altered textual order.

The Scout's Skirmish ability does not include the concealment restriction.
I'm therefore left to conclude Skirmish damage applies to concealed creatures, as long as they are not immune due to some other reason.

Does anyone have a rule reference that contradicts this?

o deal precision damage, an attacker must see (or otherwise sense) the target accurately enough to pick out a vital spot. Any degree of concealment foils the ability to deal precision damage.
