Sleeper in the Tomb of Dreams

Has anybody read this adventure, or perhaps even started playing?

I've only read the first couple of pages, but I was quite favourably impressed. The Sibyl and the augurs, the oath to the Queen, the Stargazer... the adventure certainly seems to try to offer something to the people who think the PHB is too dry and uninspiring focused on mechanics and combat.

Is this the new model? More separation between mechanics (which go in books like the PHB) and descriptions (which go in adventures or setting books)?

Nope, not yet.

Possible. In the discussions before the 4E release, many people (and I can't tell if it was a minority or a majority, but it was vocal) expressed their dislike for strong descrpitions/fluff in the Core books. I guess WotC has heard that.

And it makes absolute sense - and might even be required - to put a lot of description and fluff into settings and adventures!

I liked this adventure; I thought it was very flavorful and fully of creepy. That said, it did need some tighter editing.
