Solar Wrath - line of effect (cont.)

Continuing the "Line of effect" from another thread, if I pop Solar Wrath from this position:

Where O is me, and the 2 X's are foes. Solar Wrath can target the first, adjacent foe obviously, but what about the 2nd? Does it just take a -2 to hit for cover?

Indeed. This is explicit; cover for close and area attacks never counts creatures as cover.

And, yet again, creatures -never- block LoE. (though were I running an encounter with one, I might rule that gelatinous cubes -do- block LoE, because, dude, it's a frigging 1x1x1 (or larger) cube!)
 

Soft cover (ie, people) only applies for ranged attacks. (See Player's Handbook, rules for Cover)

Ouch, I'm confused again... :)

In another thread I started on Huge creatures, I was told that its melee attack could hit a target that was on the other side of an adjacent target, but with a -2 to hit, because the target had cover.

Can someone clear this up? Thanks!
 


Nevermind, I think I've got it now...

Ranged - PC's and NPC's can give cover

Melee, close, or burst - not

Ranged - Allies give cover against attacks from enemies. If it was like this

and the O's were enemies and the one in the back made a ranged attack against you, you wouldn't have cover, because the enemy doesn't provide you cover (fluff would be something like free action "Left!" And then the guy side-steps left and an arrow whizzes by him).

Melee - Only really applies against enemies with Reach, but allies can provide cover against reach attacks.

Close - No cover.

Area - No cover from allies but remember to determine LoE from the origin square and not the caster, because hard corners, pillars, etc., still provide cover.
