Some questions about mounts

Here you are...

1. How much a mount is "worth", in terms of gp and/or treasure parcels?

2. Do I need to apply the "XP adjustment" only if I allow the PCs and their mounts to get their own sets of actions?

3. If the PC chooses to attack via its mount, which ones of the mount's attacks/powers are usable?

4. What balance issues\problems do you think the use of mounts can bring to the table?

1. I would say it's worth in gp what it would cost to buy it in GP.

2. PCs and mounts share a single set of actions.

3. Basic attack, unless they have the Mounted Combat feat.

4. Due to #2, all a mount really means is you have a faster moving PC, generally. So I've not seen any mount balance issues.

Unless the group handwaves or alters the encumbrance system, mounts quickly put a spotlight on how many issues RPG's encumbrance systems tend to have.

A fine example is that a player who picks a reasonably high weight for an incredibly strong character is punished for doing so, while the player who sets his his weight ridiculously low for how strong the character is gets rewarded for doing so.

A mount being 10 feet fat may be a big issue on a crowded battlefield. Not having facing basically necessitates this, though being a minis enthusiast so used to the 1"x2" cavalry base, it feels wrong to me. So much so I recommend allowing mounted character to use the squeezing rules during movement at no penalty.
 



2. PCs and mounts share a single set of actions

If I'm reading this correctly, the DMG says that you can allow the PCs and the creatures they ride to get their own sets of actions, but at a price (extra creatures worth the mount's XP).

3. Basic attack, unless they have the Mounted Combat feat.

But if they have that feat, then a mount can be very powerful...
At 5th level, you can ride an Hippogriff, a creature that flies, can make flyby attacks and can knock targets prone.

So... even if I don't allow a PC and his/her mount to get their own sets of actions (thus no XP tax), I think it's a very tempting choice.

The Adventurer's Vault has prices for all the Monster Manual I mounts. The hippogriff is priced at 4,200 gp, the same as a level 9 item. They don't explain the pricing system but it seems to price mounts at the level of a magic item at the mount's level, or level +2 or level +4. All the flying mounts are priced at the mount's level +4.
